N.C. Gen. Stat. § 14-277.3. Stalking. 1991. Amended 2003.
(a) Offense. -- A person commits the offense of stalking if the person willfully on more than one occasion follows or is in the presence of, or otherwise harasses, another person without legal purpose and with the intent to do any of the following:
(1) Place that person in reasonable fear either for the person's safety or the safety of the person's immediate family or close personal associates.
(2) Cause that person to suffer substantial emotional distress by placing that person in fear of death, bodily injury, or continued harassment, and that in fact causes that person substantial emotional distress.
(b) Classification. -- A violation of this section is a Class A1 misdemeanor. A person convicted of a Class A1 misdemeanor under this section, who is sentenced to a community punishment, shall be placed on supervised probation in addition to any other punishment imposed by the court. A person who commits the offense of stalking when there is a court order in effect prohibiting similar behavior by that person is guilty of a Class H felony. A person who commits the offense of stalking after having been previously convicted of a stalking offense is guilty of a Class F felony.
(c) Definition. -- For the purposes of this section, the term "harasses" or "harassment" means knowing conduct, including written or printed communication or transmission, telephone or cellular or other wireless telephonic communication, facsimile transmission, pager messages or transmissions, answering machine or voice mail messages or transmissions, and electronic mail messages or other computerized or electronic transmissions, directed at a specific person that torments, terrorizes, or terrifies that person and that serves no legitimate purpose.

I support Paula and Ronnie in this crusade. There is a very real attempt to intimidate bloggers on the Outer Banks and it must stop. I will not be intimidated and I will not allow this site to be used for bullying anyone I will continue to enforce my Code of Conduct and I will continue to post comments that I choose not to accept to the deleted posts blog. I will support any local blogger who feels threatened for expressing their opinion or for not bowing in the face of pressure and threats. Our ability to expresses ourselves freely and without fear demands nothing less.


Now a message to the author of Outer Banks Republic. You are not responsible for this problem. The bully is. I suspect that your first response will be to stop blogging feeling this will make the problem for Paula and Ronnie go away. Your wrong, it won't, the bully will simply find new focus and continue his mean spirited campaign. If you stop blogging you let him win. I hope you won't do that and I know that it is not what Paula or Ronnie want to see either. Beat the bullies by blogging not backing out.

Thanks for pointing us to the OBXRepublic website. We really enjoy reading the various versions of posts on the site. First the writer, clearly stone drunk, writes a post; and the next day sobers up somewhat; and rewrites and/or deletes part of the entry. This person is sick, sick, sick. Frankly, he's quite scarey...especially in light of what happened at VaTech this week. Heaven forbid, someone like that exists on the Outer Banks.

It is clear that you and the View are setting yourself up as trolls for Mr. X and his obxblog. As such, we assume you will be receptive to the following comments. 
Mr. X claims anonymity by comparing himself to a newspaper editor. Yet, a newspaper has a masthead and provides its readers with a source for rebuttal.  No so with Mr. X.  Likewise, a newspaper and/or editor does not write a column one day and edit and re-write it the next day.  In our opinion, Mr. X needs to see a head-doctor who can prescribe a way for him to cross his t's, dot his i's and spellcheck his
ramblings.  Otherwise, on occasions, he makes good sense.

Some Outer Banks residents may not know that BeachHugger founder, Ray Midgett (retired) is a former tax auditor (including sales tax) for the North Carolina Department of Revenue. According to Midgett, he made his assumption that the county would garner less than 50% of the anticipated $12 million yearly revenue, based upon these facts, (1) all rental reservations made prior to Dec. 31, 2005 for the 2006 summer season are not subject to the new sales tax, (2) all building contracts signed and/or quoted prior to Dec. 31, 2005 do not have to pay the new sales tax on building materials, etc. even though construction takes place after Jan.1, 2006, and, (3)the first six months of the year, historically, do not produce 50 of the annual sales tax revenue.
And, this is only the beginning...add in, (a) a declining economy, (b)taxpayer's buying out of the county...yes, many of them are doing just THAT!
